I cancelled but I was still charged

No. Deleting or uninstalling the app does not cancel your subscription. It keeps renewing until you cancel it.

Does deleting the app cancel my subscription?

If you want your money back, you get it back. No forms, no arguing. Where the refund comes from depends on where you subscribed.

How do I get a refund?

It depends on where you subscribed. Website subscribers change the card in Manage Subscription, Apple subscribers in their Apple Account.
